Answer:  To get someone to confess to something they didn't do.

Here's quick timeline that puts the "leaked" 2006 Philip "Executive 9-11 Censor" Zelikow

torture memo in context:

February 1982 - Zionist Oded Yinon writes his political paper, "A Strategy For Israel

In the Nineteen Eighties."  an  accurate and detailed plan of the present Zionist regime

(of Sharon and Eitan) for the Middle East which is based on the division of the whole

area into small states, and the dissolution of all the existing Arab states.

July 1996 - Zionist Richard Pearl presents the report "A Clean Break:  A New Strategy For

Securing The Realm" to newly elected Israeli Prime Minister Benjamin Netanyahu calling

for a New Middle East and a New US-Israel Relationship.

June 1997  - The Zionist Neo-Con group Project for a New American Century  (PNAC) releases

its paper, "Statement of Principles" calling for American Global Leadership.

September 2000  - The Zionist Neo-Con group Project for a New American Century (PNAC)

releases its strategy paper, "Rebuilding America's Defenses: Strategies, Forces and Resources

For A New Century " . ..  (pdf version here)  stating that  the process of transformation, even if it brings

revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event

–– like a  new Pearl Harbor.

June 2001  - Dominik Suter, owner of Israeli MOSSAD front compay Urban Moving Systems

receives a small business loan for $498,750.   Urban Moving Systems employed MOSSAD

operatives Sivan Kurzberg, Paul Kurzberg, Yaron Shmuel, Oded Ellner and Omer Marmari

who were all arrested on September 11, 2001 in vans packed with explosives.

July 2001  - Zionist Lucky Larry "Pull It And Give Me My Insurance Money" Silverstein wins the bid he

placed in 2000 for the entire World Trade Center "money pit"  complex from the New York Port Authority

and promptly takes out a multi-billion dollar insurance policy that specifically covered "terrorist attacks."

04 September 2001 - One week before 9-11, Israeli Shipping Company ZIM, 49% owned by

the Israeli government, broke its WTC lease, lost $50,000 in lease fees and moved its

200+ employees out even though the lease only ran until the end of the year.   It has always

been my  working hypothesis that the Thermate, Incendiaries, enhanced RDX, sequencers,

and detonators that were used in the WTC controlled demolitions were manufactured in

Israel, smuggled into the USA by ZIM Shipping, then handled and positioned by the

MOSSAD demolitions experts from front company Urban Moving Systems.

11 September 2001  - The Zionists carry out their "New Pearl Harbor" attacks.

14 September 2001 - Dominik Suter, owner of Israeli MOSSAD front company Urban Moving

System,  flees to Israel before the FBI raided his company offices.   Employees Sivan Kurzberg,

Paul Kurzberg, Yaron Shmuel, Oded Ellner and Omer Marmari who were arrested on

9-11 were quietly returned to Israel by Zionist Michael Chertoff.

01 March 2003 - A person supposedly Khalid Sheikh Mohammed is captured in Pakistan

and turned over to the U.S. Military.  A media blitz followed where by this person was systematically

demonized as the "master mind of the 9-11 attacks" by the Zionist Media while being denied

all due process or access to legal counsel.

22 July 2004 - Philip "Executive 9-11 Censor" Zelikow and the Official 9-11 Whitewash Committee

release the farce known as "The 9-11 Commission Report" which doesn't even mention

WTC-7 much less any hint of possible Israeli involvement.  It quickly became apparent that

no one believed this report, especially the 9-11 families.

15 February 2006 - Philip "Executive 9-11 Censor" Zelikow writes the memo

The McCain Amendment and U.S Obligations Under Article 16 of the Convention Against Torture.

07 March 2007 - A person supposedly Khalid Sheikh Mohammed, after being tortured via

waterboarding 183 times, confesses to being the "master mind" behind the 9-11 attacks.

This was promptly waved around to discredit all those who questioned the "9-11 Commission

Report" findings.  After all, we now had a "known terrorist" that had "confessed" to the

9-11 attacks.  Never mind that a "confession" doesn't mean that the person could have

actually done the crime.  (i.e. how did Khalid Sheikh Mohammed get the explosives

into the WTC-1, WTC-2, and WTC-7 buildings for their controlled demolition?)

06 December 2007 - Newly appointed CIA Director Zionist General Michael Hayden, who oversaw

the Illegal Electronic Surveillance program at the NSA, announces that all the CIA tapes

of Interrogations were destroyed in 2005.  General Michael Hayden would later go on

to work with Michael Chertoff's company.

In summary, who had the MOTIVE, the MEANS, and the OPPORTUNITY to carry out the

attacks of 9-11? 

When the hoax of the official 9-11 story started to fall apart under scrutiny and applied scientific

method, who had the MOTIVE, the MEANS, and the OPPORTUNITY to torture false confessions

out of innocent people?

Cui bono?  Who benefited from the forced torture confessions?

Cui bono?  Who benefits from the silencing of Whistle Blowers . . . like yours truly . ..  ;-)
