Where Did This Start?

After the events of 9/11 when it was patently clear that Bush wanted to invade Iraq, I decided to do some research by investigating the hawks promoting war in Iraq- hawks like Richard Perle and Paul Wolfowitz-- and I found the following:
The following is the URL link to a policy paper written by Richard Perle
in 1996 entitled, "A Clean Break: A New Strategy for Securing the
Realm". Richard Perle is one of the hawks promoting the invasion of Iraq.

And below is the URL link to a letter written in 1998 to then President
Bill Clinton calling on him to remove ".... Saddam Hussein's regime from
power."

What is especially significant are the people who signed this letter
back in 1998, people like Richard Perle, Paul Wolfowitz, Richard
Armitage, and Donald Rumsfeld. After the terror and confusion of 9/11 in
2001 (which had nothing to do with Iraq), they were able to implement
their planned invasion of Iraq using the deception of WMD's and
non-existent links between Iraq and al-Qa'ida.
