From Cheney's perspective, it was a no-lose situation.
If Maliki succeeded, it could be used as a rationale for why ADDITIONAL steps must be taken against Iran.
And, if Maliki failed in the attack, it could then be used as a rationale while Iran should be ATTACKED.
Cheney does not care who wins these battles.
In ANY circumstances, the rationale will be provided for an attack on Iran.
