The Outer Space Treaty (the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies) opened for signature in the United States, the United Kingdom and the Soviet Union. The treaty entered into force on the part of the U.S. on 27 January 1967. Ninety-eight States have ratified, and an additional twenty-seven have signed the Outer Space Treaty (as of 1 January 2008). TREATIES UNDER U.S. LAW: In the United States, the term "treaty" has a different, more restricted legal sense than exists in international law. U.S. law distinguishes what it calls treaties from treaty executive agreements, congressional-executive agreements, and sole executive agreements. All four classes are equally treaties under international law; they are distinct only from the perspective of internal American law. The distinctions are primarily concerning their method of ratification. Whereas treaties require advice and consent by two-thirds of the Senate, sole executive agreements may be executed by the President acting alone. Some treaties grant the President the authority to fill in the gaps with executive agreements, rather than additional treaties or protocols. And finally, Congressional executive agreements require majority approval by both the House and the Senate, either before or after the treaty is signed by the President.
Currently, international agreements are executed by executive agreement rather than treaties at a rate of 10:1. Despite the relative ease of executive agreements, the President still often chooses to pursue the formal treaty process over an executive agreement in order to gain Congressional support on matters that require the Congress to pass implementing legislation or appropriate funds, and those agreements that impose long-term, complex legal obligations on the U.S. - Wikipedia

Like any rule law or treaty,the text and the ideals are only as good as the ability to enforce them. It seems to me weaponization of space was and is the first priority of those who control the so called dept of defense. Those who control the weapons in space and on the ground are the same people that control the economic system that is currently is at the top of the food chain. No one is going to enforce treaties on the for profit weapons makers until they are systematically dismantled and the criminals that carry out their business are imprisoned. They are not going to go quietly. We must use the basis of our government the US constitution to enforce justice the executive officers of the big weapons makers are guilty of treason,they work on the same team with the board members of the federal reserve bank.
