RE: The President's Impeachable Offenses
The recent release of the Downing Street Memo provides new and compelling evidence that the President of the United States has been actively engaged in a conspiracy to deceive and mislead the United States Congress and the American people about the basis for going to war against Iraq. If true, such conduct constitutes a High Crime under Article II, Section 4 of the United States Constitution: "The President, Vice President, and all civil officers of the United States shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors."
In light of the emergence of the Downing Street Memo, Members of Congress should introduce a Resolution of Inquiry directing the House Judiciary Committee to launch a formal investigation into whether sufficient grounds exist for the House of Representatives to exercise its constitutional power to impeach George W. Bush, President of the United States.
The Downing Street Memo
On May 1, 2005, The Sunday Times of London published the Downing Street Memo. The document, marked "Secret and strictly personal - UK eyes only," consists of the official minutes of a briefing by Richard Dearlove, then-director of Britain's CIA equivalent, MI-6, to British Prime Minister Tony Blair and his top national security officials. Dearlove, having just returned from meetings with high U.S. Government officials in Washington, reported to Blair and members of his Cabinet on the Bush administration's plans to start a preemptive war against Iraq.
The briefing occurred on July 23, 2002, months before President Bush submitted his resolution on Iraq to the United States Congress and months before Bush and Blair asked the United Nations to resume its inspections for alleged weapons of mass destruction in Iraq.
The document reveals that, by the summer of 2002, President Bush had decided to overthrow Iraqi President Saddam Hussein by launching a war which, Dearlove reports, would be "justified by the conjunction of terrorism and WMD [weapons of mass destruction]." Dearlove continues: "But the intelligence and facts were being fixed around the policy." Dearlove also states that "[t]here was little discussion in Washington of the aftermath after military action."
British Foreign Secretary Jack Straw states that "[i]t seemed clear that Bush had made up his mind to take military action, even if the timing was not yet decided." "But," he continues, "the case was thin. Saddam was not threatening his neighbours, and his WMD capability was less than that of Libya, North Korea, and Iran."
British officials do not dispute the document's authenticity, and, on May 6, 2005, Knight Ridder Newspapers reported that "[a] former senior U.S. official called [the document] 'an absolutely accurate description of what transpired' during the senior British intelligence officer's visit to Washington." "Memo: Bush made intel fit Iraq policy," The State, Knight Ridder Newspapers, May 6, 2005.
Why a Resolution of Inquiry is Justified
On May 5, 2005, you and 88 other Members of Congress submitted a letter to President Bush, asking the President to answer several questions arising from the Downing Street Memo. On May 17, 2005, White House press secretary Scott McClellan told reporters that the White House saw "no need" to respond to the letter. "British Memo on U.S. Plans for Iraq War Fuels Critics," The New York Times, May 20, 2005, A8.
The Framers of the United States Constitution drafted Article II, Section 4 to ensure that the people of the United States, through their representatives in the United States Congress, could hold a President accountable for an abuse of power and an abuse of the public trust. James Madison, speaking at Virginia's ratification convention stated: "A President is impeachable if he attempts to subvert the Constitution." James Iredell, who later became a Justice of the U.S. Supreme Court, stated at North Carolina's ratification convention:
The President must certainly be punishable for giving false information to the Senate. He is to regulate all intercourse with foreign powers, and it is his duty to impart to the Senate every material intelligence he receives. If it should appear that he has not given them full information, but has concealed important intelligence which he ought to have communicated, and by that means induced them to enter into measures injurious to their country, and which they would not have consented to had the true state of things been disclosed to them, - in this case, I ask whether, upon an impeachment for a misdemeanor upon such an account, the Senate would probably favor him.
On July 25, 1974, then-Representative Barbara Jordan spoke to her colleagues on the House Judiciary Committee of the constitutional basis for impeachment. "The powers relating to impeachment," Jordan said, "are an essential check in the hands of this body, the legislature, against and upon the encroachment of the Executive." Impeachment, she added,
is chiefly designed for the President and his high ministers to somehow be called into account. It is designed to "bridle" the Executive if he engages in excesses. It is designed as a method of national inquest into the conduct of public men. The framers confined in the Congress the power, if need be, to remove the President in order to strike a delicate balance between a President swollen with power and grown tyrannical and preservation of the independence of the Executive.
The question must now be asked, with the release of the Downing Street Memo, whether the President has committed impeachable offenses. Is it a High Crime to engage in a conspiracy to deceive and mislead the United States Congress and the American people about the basis for taking the nation into war? Is it a High Crime to manipulate intelligence so as to allege falsely a national security threat posed to the United States as a means of trying to justify a war against another nation based on "preemptive" purposes? Is it a High Crime to commit a felony via the submission of an official report to the United States Congress falsifying the reasons for launching military action?
In his book Worse Than Watergate (Little, Brown and Company-NY, 2004), John W. Dean writes that "the evidence is overwhelming, certainly sufficient for a prima facie case, that George W. Bush and Richard B. Cheney have engaged in deceit and deception over going to war in Iraq. This is an impeachable offense." Id. at 155. Dean focuses, in particular, on a formal letter and report which the President submitted to the United States Congress within forty-eight hours after having launched the invasion of Iraq. In the letter, dated March 18, 2003, the President makes a formal determination, as required by the Joint Resolution on Iraq passed by the U.S. Congress in October 2002, that military action against Iraq was necessary to "protect the national security of the United States against the continuing threat posed by Iraq..." Dean states that the report accompanying the letter "is closer to a blatant fraud than to a fulfillment of the president's constitutional responsibility to faithfully execute the law." Worse Than Watergate at 148.
If the evidence revealed by the Downing Street Memo is true, then the President's submission of his March 18, 2003 letter and report to the United States Congress would violate federal criminal law, including: the federal anti-conspiracy statute, 18 U.S.C. - 371, which makes it a felony "to commit any offense against the United States, or to defraud the United States, or any agency thereof in any manner or for any purpose..."; and The False Statements Accountability Act of 1996, 18 U.S.C. - 1001, which makes it a felony to issue knowingly and willfully false statements to the United States Congress.
The United States House of Representatives has a constitutional duty to investigate fully and comprehensively the evidence revealed by the Downing Street Memo and other related evidence and to determine whether there are sufficient grounds to impeach George W. Bush, the President of the United States. A Resolution of Inquiry is the appropriate first step in launching this investigation.
The following is suggested language for this resolution:
Directing the Committee on the Judiciary to undertake an inquiry into whether sufficient grounds exist to impeach George W. Bush, the President of the United States.
Whereas considerable evidence has emerged that George W. Bush, President of the United States, has engaged in a conspiracy to deceive and mislead the United States Congress and the American people as to the basis for taking the nation into war against Iraq, that George W. Bush, President of the United States, has manipulated intelligence so as to allege falsely a national security threat posed to the United States by Iraq, and that George W. Bush, President of the United States, has committed a felony by submitting a false report to the United States Congress on the reasons for launching a first-strike invasion of Iraq: Now, therefore, be it
Resolved, That the Committee on the Judiciary is directed to investigate and report to the House of Representatives whether sufficient grounds exist to impeach George W. Bush, President of the United States. Upon completion of such investigation, that Committee shall report thereto, including, if the Committee so determines, articles of impeachment.
Conclusion
The Iraq war has led to the deaths of more than 1,600 United States soldiers and tens of thousands of Iraqi civilians. Thousands more have been permanently and severely injured on both sides. More than two years after the invasion, Iraq remains unstable and its future unclear. The war has already cost the American people tens of billions of taxpayer dollars at the expense of basic human needs here at home. More than 135,000 U.S. soldiers remain in Iraq without any stated exit plan.
If the President has committed High Crimes in connection with this war, he must be held accountable. The United States Constitution demands no less.

What are the chances that this very powerful person named George W. Bush will be required to pay for the deaths of so many of our military people plus mis-leading our country into a needless war?
Thank you John Bonifaz for binging the current situation to light. I watched on C-Span2 with regard to the hearings, and I believe there is sufficient evidence for impeachment proceedings to go forward.
Mr. Bush is still stonewalling Congress by refusing to even discuss his role in the Downing Street Minutes.
Mr. Bush is a disgrace as our president, and had he not stolen the elections in 2000, and 2004 we would not be engaged in an illegal war in Iraq.
Mr. Bush's reason for attacking Afghanistan was in response to a change of mind by the Taliban who would not allow Bush to lay his oil pipeline to the Indian Ocean. For this reason, and this reason only he attacked Afghanistan in October 2001.
I presently feel that under the current Republican control that impeachment proceeding will not go forward as they should. Perhaps next year when many incumbents come up for re-election the Democrats can gain control and then move forward with the impeachement of George W Bush and his Cabinet who are also guilty of lying to Congress as a means for war in Iraq.
Mr. Bush is also guilty of stealing money from the Social Security Trust Fund,and he should be held accountable for that as well, and restore the money that he has stolen for his war in Iraq.

I have two grandsons in the military. The older one was in from 200-2004 and spent only six months in Afghanistan. The younger one enlisted in August 2004 and is now spending six months in Iraq. I was surprised when I heard the short time that they would be deployed. I know of National Guard members from the state who have spent many more months deployed.
I know that we can not just pull of those countries, but I do know that the United State of America went into Iraq without just cause. It was all trumped up and this was very evident when Colin Powell went before the United Nations with the "fixed" reports and photographs.

I think that Mr. Bonifaz's perspective regaring the Downing Street Memo and the Bush Administration's reaction reveal just how far gone our Constitutionally elective form of government is and how incumbent it is upon all of us, as Americans, to restore it.
While I agree that, if having sex with an intern is an impeachable offense, as Special Prosecutor attention to Whitewater-gate, the White House Travel Scandals and many other allegations of Clinton wrong doing that were sponsored by mainly wealthy and connected Republicans, then surely rational logic would dictate the allegations now being made by Mr. Bonifaz, former Nixon Council John Dean, the activist group Vets for Peace, and lately Rep. John Conyers of Michigan along with 121 Democratic members of the House of Representatives would warrant looking into by a either a special prosecutor or an independent bi-partisan inquiry commission set up by the U.S. Congress.
If that isn't done and the GOP dominated U.S. House of Representatives and Senate continue to shield President Bush and other's in his cabinet who are implicated or exposed for their indiscretions, then the Republican Party will surely suffer major losses in the upcoming Congressional elections next year in 2006.
With that said, and if you look at the President's approval ratings in U.S. Opinion Polls, there is a clear majority of both republicans, democrats, as well as other political pursuasions such as independents, who are all beginning to voice their concern and disapproval of the way things are being handled by the Administration especially Iraq.
Simply look at the blog traffic, in areas like Madison, WI. and you'll clearly see these dissident comments beginning to emerge in ever greater numbers that are calling for an investigation and full inquiry by our Congressional leaders in Washington, D.C.
Sooner or later, the call and demand for answers and accountability will become so strong and so loud that not even the elitist classes campaign subsidized money machine of the Republican movement will dare or be able to prevent the will of the American people from wanting a full account of their President's actions in these and other serious matters associated with crimes against the U.S. Constitution, American people and U.S. Congress.
In retrospect, I was in the military when President Richard M. Nixon was forced to resign after the real story about the break ins at the Democratic Party National Headquarters in the Watergate Office Complex got out and our Congress got a hold of it.
President Nixon, like current President George W. Bush, thought he was above the law and that what we [those who elected him and other who didn't] thought didn't matter in the slightest. A few weeks later, I watched on TV, as Nixon and his family left the White House for the last time and boarded Marine One. At the time, I felt that Nixon's final trade mark "victory gesture" was really that of a broken and disgraced man who had dared defy the law and had conspired to abuse his public office and the trust of the American People.
Consequently, like President Nixon, the American People and their sense of prophetic justice will eventually catch up with President George W. Bush and others, with dirty and bloody hands! Where I am certain that there will a be reckoning and no where to run and no where to hide for the individuals I speak of.
My final observation is should our elected Congressional leaders fail by erroneously thinking that they too can be arrogant and defy the U.S. Constitution and will of the American people, then they too will parish upon being cast into the fire of damnation and afterwards; having their defiled ashes of history, as testimony to their disgrace. Keep doing what you do, because we out here are listening.

In John Bonifaz's memo to John Conyer, he suggests that an inquiry begin to determine of Bush has engaged in impeachable offenses with respect to the Downing Street Memo. What isn't clear to me is why it is not already clear that impeachable offenses have been committed when you read Ramsey Clark's articles of impeachment which was drafted some time ago. Starting a war without legal authority ought to be an impeachable offense, gross negligence that resulted in thousands of deaths ought to be an impeachable offence (Iraqi men, women, and children were supposed to be protected and liberated, not killed and dismembered). I agree with you on this point. However, mere truth does not seem to be enough to move us in the direction we need to go. Bonifaz' memo seems to me to offer a set of pronouncements that are designed to get the debate started. Without this, which can be argued "a sugar coating" from Bonifaz the medicine may not be palatable. Esp. with the House misalligned so badly by politics and political parties. It is rather a shame we have come to this, political parties acting in a way to increase their own influence and the influence of their backers rather than of, by and for the people as the Constitution mandates. But we have come to this. So, it seems to me, Bonifaz has drafted a resolution that can perhaps be swollowed and then we can get started.
One must ask oneself whether it is worth the effort to bring to light the schemes, conspiracies, high crimes and misdemeanors this Administration has perpetrated on the American people or whether the effort is too great when there appears to be little chance of success.
This fork in the road has been faced by many people of integrity and honor in the past. The answer is consistently the same: it is the pursuit of justice that is its own reward. We become better people for it. It may not even matter in the end whether the thugs and criminals in power today have to face the people, humbled by their own misdeeds.
Therefore, what can we do today to move the ball one more yard at a time? If we face this challenge together, I have every confidence, our country and we will be better for it.

We allowed Nixon and his thugs (Rumsfeld and Cheney) to go without accountability and exposure as to their treason. That was a big mistake since they have caused many problems for us today.
Ford gave the office of President even more power by saying he could pardon impeachment, criminal activity, and treason when he can not. No one is above the law (or the Constitution and Bill of Rights). The impeached President or official can not be pardoned of high crimes and misdemeanors according to the Constitution.
I don't believe an impeached or removed official should ever be allowed to hold public office, join or control the military, or vote. They are traitors. Under oath every official promises to protect the Constitution from enemies..domestic and foreign.
The Constitution and Bill of Rights have not been ratified for any changes. It is a binding contract between the state and the federal government as to how they should do our business. They have failed to do this with Bush, Inc. The "freedom" contract has been ignored and negated to fit their agenda.
As they say, no event in politics happens by accident. The plan has been to remove the power of "We the people". When they enter public office they lose sight of their duty and our goals as a democracy.
Seems to me abuse of power is a sickness. Previously honorable men\women change when given this gift of leadership by the people. What happened to public service? It is not public wealth and lifetime benefits off the backs of the people.
It seems to me that Bush's role in the Iraq war and in the current debacles in Washington is smaller than it seems. The real problem with our government is the political, economic, and propaganda warfare that has been declared on the American people by those who lust and hunger for power. While I agree that Bush and Cheney and Rumsfield should be impeached, if indeed they can be, indeed I think that radical changes need to happen in Washington. The rich are much too rich and powerful and pernicious in their influence. Too many Senators and Congressmen are in office for ideology and greed and not for the public interest. It's as if we have a bunch of teenagers running the country, teenagers of the bad sort.
Watching the Fort Bragg speech, what can be weirder than seeing George aWol Bush speaking from a position of "authority" to all those REAL enlisted people who are willing to strive for excellence and serve? It is weird and lacks reality somehow.
In fact, most everything George aWol Bush does, lacks grounding in the real world.
When he mentioned the July 4th holiday and encouraged a huge expenditure of energy and effort in "honoring", that too was weird. Shouldn't this kind of respect be a given all the time? Indeed, if an expenditure of effort is needed by the mass of Americans, it would be a worthier effort to push to pressure Bush himself to instruct Rumsfeld to spend some of the billion$ allocated for the war directly for badly needed equipment for troops and benefits for returning vets.
But there's something weirder still. And that is George aWol Bush attempting to co-opt the 4th of July for the propagandist promotion of his war in Iraq. It shows how the most powerful people in this nation are totally ignorant of their place in the history of world events. Bush and his elite group created a war by perverting intelligence, fabricating documents, and fashioning a lie as though they are above the law. It is an act of corruption so venal, it displays no care or concern for those who must fund and fight and suffer this atrocity. The entire Iraq affliction stands before the world community as transparent -- and just the kind of thing the Declaration of Independence rose up to challenge! The 4th of July afterall celebrates the signing of the Declaration of Independence from the Tyranny of mad King George III. And it reads:
"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are Life, Liberty and the pursuit of Happiness. --That to secure these rights, Governments are institutes among Men, deriving their just powers from the consent of the governed...." Further on the document indicts King George III for purposefully infringing those rights in order to establish an "absolute Tyranny". (New Columbia Encyclopedia)
The key phrase here is "consent of the governed". It is just this "consent of the governed" that George aWol Bush has mutilated. Bush has attempted to trick the governed into consenting to the fabricated necessity for war in Iraq, but his disgusting trickery is now exposed in detail by the Downing Street Minutes.
Which brings us to: What was missing from Bush's Fort Bragg speech? And the answer is: All that actually makes up the reality of the situation. In Bush's speech we are given a propagandist's invention, and it can only strike us as weird because it is. It has nothing to do with the reality of the situation--neither how the situation came about nor how it exists in present time!
The Bush policy to disregard laws against torture and due process is the Totalitarian's attempt to seize the ultimate power of Tyranny. And on the gameboard of the Iraq Invasion, the whole world is already on the square marked "The Deception Revealed", while George aWol Bush and his cabal are still on Square One pretending the rest of us don't know their schemes, and scams, their war profiteering and murder of our children and the destruction of the Iraqi descendents of one of the greatest civilizations on Earth.
George Walker Bush can no longer be AWOL. It is time to declare our Independence from this twisted Despot's view of reality. It is time to impeach this Tyrant.

It is my hope many others will quickly begin to wake up and take back the power of the people to govern, in accordance, for a change, with the principles upon which this country was founded for those (unlike GW Bush) who truly know and honor them.

A US Warplan is not to be revieled to any foreigner prior to execution. Also did this Foreigner have a US Security Clearance to receive secret information?? Don't think so, US Security Clearances are not granted to foreigners.
US soldiers are tried and imprisoned or executed for divulging secret information to person without proper security clearance.
To bad the President can't be impeached for lying to the American people about being a Christian. I'd say to ask him but I'm sure the President and most of the congress will be too busy visiting the Bohemian Grove club in California as they do every July conducting their cremation of care ceremony where the members engage in mock child sacrifice and worship a 45 ft. stone statue of Moloch who according to the Bible is an evil god who is worshiped by the sacrificing of children. Well ask David Gergen he'll tell you all about it, so will Alan Greenspan who's been a member since the 80's, so will the presidents father, Dick Chaney, Arnold Schwarzenegger, Nixon had a lot to say about the club in a taped conversation to John D. Ehrlichman which appeared in a Feb. 2000 article in Harper's Magazine written by James Warren. You could even visit the Bohemian Club headquarters in downtown San Francisco, and while you more than likely wont get in you could walk around and admire the lovely symbolism within the buildings architecture. When you talk to them tell them "weaving spider's come not here" and "eyes wide shut".

This group that all the persons you mentioned is called The Fraternal Order of Freemasonry. The practice you referred to is part of Freemasonry. According to several official memos from recent Popes, Christianity and Freemasonry are mutually exclusive forms of religion. A Freemason cannot be a Christian and a Christian cannot be a freemason. I believe that Bush and others mentioned in your statement use Christianity as a front for political reasons. You can find photographs of many of these guys practicing their Freemasonry rituals in Masonic Temples. A simple internet search of the Carlysle Group and The New World Order will find these for you.
Masonry is not a religion.
Masonic teachings encourage it's members to regularly attend their own spiritual houses of worship.

Certainly this is a mild 'conspiracy' -if that is what you wish to call it- among members of masonry, a mason will employ another mason when there are two equally qualified people for the job. The Bonifaz memo omits a couple of other issues for which Bush and members of his administration should be held accountable.
1. Bush and/or members of his administration stole money in the amount of $800 million allocated for the war on Afghanistan and used it to prepare for the invasion of Iraq.
2. Bush and/or members of his administration sent the National Guard to Iraq without authority. The National Guard has suffered more casualties and injuries while being the least trained and outfitted for the invasion. Bush is not the commander in chief of the National Guard and he must receive congressional authority to send them to a foreign country.
Thank God! Since we can't reason with this President or his conspirators or defenders, maybe now we have a way to stop him --- there seems to me enough proof to start impeachment proceedings. Maybe now some of the American public who have been blindly defending this President will see the Light -- he is dangerous, anti-American, a bully, and possibly a sociopath.
I beleive it was then Congressman Gerald Ford who once said a "High Crime and Misdemeanor" is whatever a majority in Congress deems to be a High Crime and Misdemeanor.
In today's context, misleading a Grand Jury about a consensual sexual relationship rises to the level of a High Crime or Misdemeanor, although not quite serious enough to warrant removal from office.
Meanwhile, misleading Congress and the American People about the justifications to start a war against a sovereign country does not even merit an investigation by a Congressional Committee. Why? Because the majority party in Congress does not deem going to war on a pretext a High Crime or Misdemeanor.

Our troops are not in Iraq fighting 'World Islamic Insurgency', they are there because some mad men and women in the Bush Administration decided that they need to get a direct control of Iraqi oil; they need to check a nation from asserting itself for justice for the Palestinian people, they need to help their partners in crime sitting in Israel realize their fantasy of creating Greater Israel (from Nile to Euphrates) because of there twisted belief that Jesus Christ will not return back to the Earth unless the Jews do not rule over this so called Greater Israel(Muslims beleif the Jesus will come back the same way he was risen up and saved when the Almighty God decides for him to return and complete his mission of directing mankind to submit to God, which is what is the mission of Islam is), they need to satisfy their burning and demented desire of killing Muslims all over the world. Iraq was reduced to a third rated fighting force after the 1991 war and after the sanctions that killed about a million innocent men women and children. Saddam was tyrannical against any movement within or outside Iraq that associated itself with the high values of Islam. Where did this International Islamic Insurgency come from in Iraq? Muslims are accused of being Jehadists. When this term is applied to a Muslim from an Islamic perspective, the first and the most important and also the bigger of any other jihad that he or she would be involved in is to fight against his or her own baser desires. As a result of this jihad, you have Muslims who are honest, straightforward, just even if justice has to be rendered against their own in favor of a non-Muslim. This jihad known as Jihad-en-Nafs (or struggle against ones own baser desires)produces a community that promotes not only justice and peace but uphold the legitimate rights of non-Muslims and Muslims alike. The elements in the Western societies, the Jewish societies, the Hindu society, and all the other non-Muslim societies that tend to highlight the Islamic injunctions that direct the Muslims to take up arms to defend themselves against unjust aggression, atrocities and crimes committed against them by anyone and not even mention this primary duty of a Muslim to conduct the Jihad-en-Nafs against him or her own self, not only do do disservice to there own selves but to the entire civilized world be promoting deep rooted discord and play the Muslims and non-Muslims against each other. Don't they realize that Muslims when treated with true justice and respect, can be their best partners towards promoting a civil, just and a peaceful International community, as it is the relligious duty of every Muslim.

You forgot to mention (I own a house in Pennsylvania)how we are being screwed by taxes on our private property, and being taxed to support a public school system that is indoctrinating our youth with militaristic and agnostic values, not to mention wasting our money on war and the Bush machines of death.
What has become of the generation of idealists I was a part of?
I often ask my friends, "do you know anyone who thinks the way Bush does? Does he represent others of his generation?" He is less than ten years older than I am, but he is totally out of touch with all of my values. Plus he is a war-monger and I get the sense he enjoys seeing people suffer and die. I don't see anything patriotic in what he is doing. I also think he burned out his brain on cocaine and booze, and he was not too bright to begin with. I would simply write him off as a shit headed moron except that he has caused the death of many innocent and or brave individuals. And that makes him dangerous!
Schools are under local control. If you don't agree with what they are teaching say so. Our public schools are the best reason we are a successful country where everyone has a chance to move up in our society.
Ask for an accounting of the budget because your taxes are so high. In low tax states...education is ignored.

That would have been horrific enough, but now I have truly come to believe that they engineered the whole thing. There is too much evidence that those buildings were professionally demolished, and Marvin Bush owns the 'security' company in charge of both the World Trade Center and United Airlines. A chilling fact. Where was NORAD? Who told them to stand down? There are too many 'coincidences'.
